Jubilee Association of Maryland is a leader in providing innovative community residential services to 138 adults who have intellectual and other developmental disabilities in over 70 locations throughout Montgomery County, Maryland. We provide supports for people to live in small group homes, in their own apartments, in houses owned by partner agencies, and in houses that people own themselves.

Job Summary

The Maintenance Manager is responsible for maintaining the interior and exterior of Jubilee's office building as well as group homes and similar locations throughout Montgomery County. He or she manages maintenance-related projects, including securing and supervising County grants to renovate our houses. The maintenance manager supervises two maintenance employees and reports to the Director of Administration. He or she travels throughout the county daily. This is a full-time position with mostly day hours. Occasional evening and weekend work may be required.

Responsibilities and Duties

Coordination, supervision, and instruction of maintenance employees in the general appearance, upkeep, rehabilitation/renovation, and inspection of the office building, homes, grounds, and equipment.
Perform basic maintenance and repair for all Jubilee licensed and Personal support properties. This includes but is not limited to: typical residential electrical, plumbing, HVAC and structural systems.
Assign routine grounds maintenance; tree and/or bush trimming, planting, mulching and weeding. Additionally, clean house gutters, adjust down spouts, and snow removal.
If outside contractors are necessary, solicit estimates and oversee work. Proposal and inspection of construction work. Receive approval from the Director of Administration for projects.
Respond to maintenance emergencies as needed.
Other duties as assigned by the Director of Administration. Example may include repairing furniture; picking up, moving, or delivering donations and furniture; helping organize and supervise volunteers on special workdays; maintenance of routine records and purchase of supplies; assign ticketing requests to other Maintenance staff.
Help organize and supervise volunteers on continuing projects as well as special workdays.
Perform annual inspections with County staff and County Fire Marshall.
Manage Group Home Rehab projects. Write proposals for the bidding process. Track future needed projects and opportunities for funding; secure bids and submit funding requests to the County; proceed with approved work, supervising its satisfactory completion; invoice the County. A minimum of $75,000 worth of work per year is expected.

Qualifications and Skills

5 years' experience with minimum of 2 years of supervisory experience in general maintenance and repair, or a closely related area.
Two years of fulltime experience in general maintenance or other maintenance responsibilities that would include the ability to recognize electrical, plumbing, and mechanical malfunctions or equipment failures. Formal training in related fields may substitute for some experience.
Experience using hand and power tools.
Ability to read technical manuals and drawings.
Certifications in appropriate areas preferred.
Basic knowledge of HVAC, plumbing, electrical, painting, and drywall. Ability and experience in general repairs such as painting, patching walls, basic carpentry, and tiling, laminated floors, and landscaping. Flood restoration not required bur preferred.
Ability to write bid proposals with an understanding of minimizing over costs/additional add-on work beforehand.
Ability to perform math computations.. Ability to use the computer use with basic to intermediate proficiency in MS Outlook, Word & Excel. Knowledge of ticketing/tracking software application.
Ability to interact constructively and courteously with Jubilee employees, individuals and families, and vendors/contractors.
Possession of a current and valid motor vehicle operator's license. Own vehicle and auto insurance, clean driving record.
Competency in spoken and written English language and ability to understand complex written and oral instructions.
Thorough knowledge of the occupation hazards and corresponding safety precautions necessary for the safe performance of assigned duties.
Physical stamina and dexterity.This is an active, physical position with need to bend, stoop, climb ladders, drive daily, carry things, load/unload, lift up to 80 pounds.
Skills are required to perform multiple, highly complex, technical tasks with a need to periodically upgrade skills in order to meet changing job conditions. Specific skill-based competencies required to satisfactorily perform the functions of the job include: perform on-site inspections of new construction, alterations and repairs; adhering to safety practices; handling hazardous materials; operating equipment used in the building trades and planning and managing projects.
